i am going to compete soon but i wanted to verify somethings i know that it has to be under ten minutes and best above eight and that you should have a intro stating the author and title about one minute into the piece but what i want to know is:
1. are you able to move your feet once you have planted them.
2. can you have any part that singing would help emphasize things or is that against the rules
3. are you speaking directly to the judges (like oral language) or are you supposed to speak to an imaginary person (like you would in delivering a monolouge for theatre)
4. if there are any other rules what are they....

Every state has their own DI rules. But for Illinois, you can move your feet, but it's best if each character has his/her own body position. Do not walk around-- changing from one character to another is called popping. Your feet may not need to move at all.
Singing is okay, but the focus is on acting.
You should have focus points--usually in the book of the room. One character might be taller and the other shorter, so where you look should indicate that.
It's all about creating clear characters and finding a script that pulls your audience it. The newest trend is to read a monologue, but I don't prefer that as much.

In general, if the narrator or character is directly talking to the audience, you can as well. If they don't, you use off-stage focal points.
Illinois allows movement, some states consider that "acting instead of interpreting."
Singing can be good if your singing matches the character and it isn't too big a part of the piece.
